I asked the question,  What ARRL Section should a Rover use when submitting his log? I got this answer:

The rover needs to identify from which section they made the most QSOs.  We don't have the capability (since many grids are split by a couple of sections) to determine which is the predominant section.

Seems like a simple question. But out of 8 people I got a split decision on the answer to

Section 5.4 states:
Rover scores are listed in the division in which the most QSO's were made.

Since Grids do not define a ARRL section boundry I can only assume that the Rover
must make this indication on his log submission? I hope I am correct.

No where in the rules is ANY of the submision information documented. For example: 
what is the Official ARRL name of the contest "VHF September 2002" or "ARRL-VHF-
SEP" ? This information should be in section 8 of the rules.

I would like to have permission to post the exact reply you give me for others to know
the correct way to post a log.
