Requirements:
Controller needs:
- remote/Aux control input (FCC required)
- must be able to run off of batteries

 The NoBarc board has agreed on special requirements for:
- Lodge intrusion alarm input (control inputs #1)
- Bunker access notification input (control inputs #2)
- Pager output (for intrusion)
- Pager output or announcement (for Bunker access)
- PL tone (remote control to turn it off) (control output #1)
- Anti Kerchunker
- Speech to announce the PL tone and ID
- Time out timer
- Rack mount box

Niceities we could have:
- CTCSS output (for those living in Pittsfield)
- notification of running on battery (control input #3)
- ability to control the power output of the repeater
  (when on batteries) (control output #2)
- notify of low battery.

Red means it does not satisfy our REQUIREMENTS.
